This is something that bothers me about so many video
games, comic book series, etc. - the villains don't
DIE! Either they get cloned, or they weren't really
killed, or who knows what else, but they just don't
die. They keep coming back in some incarnation or
another for the hero to fight again.

In general, I never really understood when authors are getting tied to regular set of villains (and part of it is finding an excuse to keep them in game no matter that good guys always win). I guess that's the way to avoid comming up with new characters and their designs.
In real life, a policeman will put a thousand of bad guys behind bars. In such comic (although I've seen it more often in animated series), he'll spend his entire careen on just one villain.
